PRESENT: Deputy Mayor William Gordon; Council Members Vern Angerer, Jack Jensen, Linda Lotspaih and Jeff Sanner; City Manager G. Tracy Williams; Assistant City Manager David Watson; Law Director Patrick G. Carney; Finance Director Tom Reilly; Chief of Police Richard Barnhart; Service Director Theo Brown and Assistant Clerk of Council Patricia L. Replogle.
EXCUSED: Mayor Maxine Gilman and Councilmember Donald Mounce.
The meeting was called to order by Deputy Mayor Gordon. City Manager G. Tracy Williams gave the Invocation. The Pledge of Allegiance and Roll Call followed.
MINUTES
A motion was made by Mrs. Lotspaih, seconded by Mr. Angerer, to approve the minutes of the regular meeting of August 22, 2000. A roll call vote was taken, all members present voted yes and the motion carried.
PUBLIC HEARINGS
There were no Public Hearings.
COMMUNICATIONS AND PRESENTATIONS
OATH OF OFFICE - SGT. DOUGLAS TRIMBLE
Chief Barnhart introduced Sgt. Trimble. He noted that Sgt. Trimble has been with the City since 1987 and received national recognition in 1990 for his part in saving lives during a fire. Chief Barnhart said that Sgt. Trimble deserves this promotion and it gives him great pride to see him sworn in as he is an outstanding officer. The oath of office was administered to Sgt. Trimble by Deputy Mayor Gordon. Many of Sgt. Trimble's family, friends and peers were present. Sgt. Trimble thanked the Chief for his confidence in him and his fellow officers for attending the swearing-in ceremony. He also corrected the record to reflect that he had actually started at the City in 1983.
RESOLUTION 20-2000: OFFICER STEVEN S. DAVIS
Officer Davis was not present at the meeting. The Staff will see that he receives his resolution.
MARVIN OLINSKY, CEO, FIVE RIVERS METROPARKS
Mr. Olinsky addressed Council and thanked them for their support in prior years. He noted that a new levy will be on the ballot on November 7th. Mr. Olinsky also noted that there are 27 parks in the MetroPark area and they are not a part of the County or City of Dayton. He presented a short video which gave an overview of the parks and their vision for the future, which includes a 10 year plan with land conservation on the top of the list. Mr. Olinsky said that all promises made in 1994, the last time a levy for the parks was on the ballot, have been met. He said that the Riverscape project needs additional funding which is why they are putting a .6 mil levy on the ballot. He asked Council for their support.

NEW BUSINESS
RES NO. 22-2000 - AUTHORIZING/CERTIFYING TAX LEVIES TO CO. AUDITOR
Resolution No. 22-2000: A resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor.
Mr. Reilly noted that this is an annual housekeeping measure and there are no changes.
Mr. Jensen introduced and made a motion to approve Resolution No. 22-2000. Mr. Sanner seconded the motion. A unanimous roll call vote carried the motion.

Mr. Sanner congratulated Sgt. Trimble on his promotion.
Mr. Angerer said that the City Beautiful Awards ceremony was nice and there were many beautiful homes.
Mr. Jensen noted that he cannot take credit for the beautiful flowers at his home. He said that his wife did all of the work on those.
ADJOURNMENT
Mr. Gordon made a motion, seconded by Mr. Angerer, to adjourn the meeting. A unanimous roll call vote carried the motion.
