WEST CARROLLTON CITY COUNCIL REGULAR MEETING

Held March 24, 1998

 

PRESENT: Mayor Maxine Gilman; Council Members Bill Ennis, Daryl Garrison, William Gordon, Jack Jensen, Linda Lotspaih and Jeff Sanner; City Manager Tracy Williams; Assistant City Manager David W. Rowlands; Service Director Don Hill; Fire Chief Jack Keister; and Assistant Clerk of Council Patricia Replogle.

The meeting was called to order by Mayor Gilman. Pastor Thomas Sager of New Hope Community Church gave the invocation. The Pledge of Allegiance and Roll Call followed.

 

MINUTES

A motion was made by Mr. Ennis to approve the minutes of the Regular Council Meeting of March 10, 1998. Mr. Sanner seconded the motion. A roll call vote was taken. All members voted Yes and the motion carried.

There were no Communications or Presentations.

NEW BUSINESS

Contract with Medicount Management, Inc. for Ambulance Fees Billing Services

A motion was made by Mr. Ennis and seconded by Mr. Garrison to authorize the City Manager to enter into a contract with Medicount Management Inc. to provide billing services for ambulance fees. All members voted Yes to a roll call vote and the motion carried. Mayor Gilman thanked the representative from Medicount Management for coming to the evening’s meeting.

City Wellhead Protection Plan

Don Hill presented a slide presentation to explain the overall view of the City’s Wellhead Protection Plan. Mr. Hill noted that the Plan has been developing over several years and has recently received full endorsement from the Ohio EPA. Mr. Hill noted that West Carrollton is fortunate to sit over a good rich aquifer and has three supply wells drawing from the aquifer. The Wellhead Protection Plan is designed to protect the aquifer now and in the future. There are six basic components of the Plan: WHP Area Delineation, Potential Pollutant Source Inventory, Groundwater Monitoring Plan, Contingency Plan, Management Strategy to Reduce Pollution Threats and Public Education. Mr. Hill explained how each of these components worked. Six monitoring wells were installed in 1996 and are sampled regularly for contaminants. The Contingency Plan is reviewed annually. Mr. Hill noted that the Fire Department has had various plans in effect for many years and has worked closely in setting up some of the components of the Wellhead Protection Plan. A lot of support has also been received from City Council over the years. The Wellhead Protection Plan Committee completed the last two segments of the Plan recently.

Mayor Gilman was pleased to read a portion of the letter received from the Ohio EPA in which they fully endorsed the City’s Wellhead Protection Plan and praised such a thorough plan. The Mayor commended Mr. Hill, Chief Keister and Mr. Humphreys and their staffs for their work on the Plan. She also named and commended the major businesses in West Carrollton who also contributed to the Plan.

 

 

REPORTS BY OFFICERS

Mr. Williams commended those who worked on the well-designed Wellhead Protection Plan. He also announced that a press release was issued today for an opening for the position of Assistant City Manager. Mr. Williams said that Mr. Rowlands will be leaving the City to accept a position as Deputy City Manager in Novato, California. He wished him well.

Mr. Williams also informed Council that a contract has been awarded for the first phase of the Holes Creek Project for flood control improvements beginning this spring.

Mr. Williams noted that the eighth and final Citizens Academy will be held on April 13th. The West Carrollton Historical Society will be there along with the Planning and Economic Development and the Building and Zoning Departments.

 

Mr. Williams also informed Council that bids had been received for the State Route 725 Water Line Project to improve service on the southern portion of the City near Watertower Lane. Issue 2 funding will take care of 75% of the project with the County and the City each being responsible for 12.5%. The bid was awarded to Excel Contracting in the amount of $111,830.00.

A motion was made by Mr. Garrison and seconded by Mr. Ennis to authorize the city Manager to enter into an agreement with Excel Contracting for work on the State Route 725 Water Line Project.

Mr. Ennis and Mrs. Lotspaih commended Mr. Hill and his staff for their work on the Wellhead Protection Plan.

 

Mayor Gilman thanked Ron and Julie Ziemkowski on cameras. The Mayor said that Fred Peckolt usually reminds us but since he was not present, she reminded everyone to change the batteries in their smoke detectors when the time changes on April 5th.

 

Mr. Sanner moved to adjourn the meeting. Mr. Jensen seconded. All members voted Yes to a roll call vote and the motion carried.
