West Carrollton City Council Meeting
February 23, 1999
PRESENT: Mayor Maxine Gilman; Council Members Bill Ennis; William Gordon; Jack Jensen;
Linda Lotspaih; Donald Mounce; and Jeff Sanner; City Manager G. Tracy Williams; Assistant
City Manager David Watson; Law Director Patrick Carney; Chief of Police Don Rice, and
Assistant Clerk of Council Patricia Replogle.
The meeting was called to order by Mayor Gilman. Pastor Michael Carosiello of New Life
Tabernacle Assembly of God gave the invocation. The Pledge of Allegiance and Roll Call
followed.
MINUTES
A motion was made by Mr. Sanner approve the minutes of the Regular Council Meeting of February 9, 1999. Mr. Mounce seconded the motion. A roll call vote was taken; all members present voted yes and the motion carried.
PUBLIC HEARINGS
There were no Public Hearings.
COMMUNICATIONS AND PRESENTATIONS
ADAM EKSTROM, "VOICE OF DEMOCRACY" SPEECH WINNER
Adam Ekstrom, first place winner of the "Voice of Democracy"
speech contest sponsored by the V.F.W. Post 3438, read his winning speech to Council.
Mayor Gilman remarked that his speech was inspiring and gives us faith in the youth of
America. She thanked him for coming to the meeting.
WCPD MERITORIOUS SERVICE AWARD - OFFICER RON ROBERTS
Police Chief Don Rice addressed Council. He gave a brief background on Officer Ron
Roberts, the recipient of the Meritorious Service Award. Officer Roberts came to the West
Carrollton Police Department in February of 1995. Sgt. Bell recommended Officer Roberts
for the award based on an incident involving a potential suicide victim. Chief Rice
explained the circumstances of the incident, adding that Officer Roberts performed his
duties while safeguarding himself and the victim. Chief Rice said that he feels Officer
Roberts acted wisely and is proud to have him on the Department. Mayor Gilman and Chief
Rice presented Officer Roberts, accompanied by his wife, Amy, with the Meritorious Service
Award and praised him for the job he did and thanked him for the work he does every day
for the citizens of West Carrollton.
WCPD EMPLOYEE OF THE YEAR - DETECTIVE MARK ALLISON
Chief Rice explained that the Employee of the Year Award is given in
recognition for services of the past year. Chief Rice said that Detective Allison has had
at least 16 felony arrests this year in addition to other arrests. Detective Allison has
been with the West Carrollton Police Department for 18 years. Chief Rice read letters of
recommendation from Sgt. Wilson and Detective Charles, both of whom praised Detective
Allison for the fine job he does. Chief Rice said that Detective Allison is an outstanding
man and detective and he is very proud of his work. Mayor Gilman and Chief Rice presented
Detective Allison, accompanied by his wife, Elaine, with the Employee of the Year Award.
Mayor Gilman thanked Detective Allison, commented that this award is a tremendous honor
coming from his peers and thanked him for the fine work he does for the citizens.
Chief Rice announced that there will be a reception in the lobby and invited Council
and members of the audience to attend. Mayor Gilman responded that they would be pleased
to attend after the Council meeting.

NEW BUSINESS
RESOLUTION NO. 4-99: TAX INCENTIVE REVIEW COUNCIL (TIRC) APPOINTMENTS
Resolution No. 4-99: A resolution making appointments to the City of West
Carrollton Tax Incentive Review Council (TIRC) to review and evaluate the performance of
each enterprise zone agreement in the City of West Carrollton.
Mr. Jensen introduced and made a motion to approve Resolution No.
4-99. Mr. Gordon seconded the motion. A roll call vote was taken, all members voted yes
and the motion carried.
PROPERTY LEASE AGREEMENT WITH GRANT KIRBY
Mayor Gilman noted that Mr. Williams submitted a Staff Report on the agreement and Mr.
Carney has reviewed it. Mr. Sanner made a motion, seconded by Mr. Mounce, to approve the
property lease agreement with Grant Kirby for use of the vacant property to be used for
recreational fields at the corner of Alex road and Liberty Lane. A unanimous roll call
vote carried the motion.
REQUEST FOR DONATION TO HAROLD SCHNELL SCHOOL WINTER CARNIVAL
Mr. Gordon made a motion, seconded by Mr. Ennis, to authorize the donation of 10 one
day admissions to Wilson Park Pool to the Harold Schnell Elementary School PTO for the
Winter Carnival. All members voted yes to a roll call vote and the motion carried.
ORD. NO. 3128: ELM ST/W LOWERY AREA WATER MAIN/APPURTENANCES BIDS
Ordinance No. 3128: An ordinance authorizing the City Manager to advertise for bids for
the construction of new water mains and appurtenances on Elm Street and in the West Lowery
Avenue area.
Mr. Ennis made a motion, seconded by Mr. Gordon, to dispense with the second reading of
Ordinance No. 3128. A unanimous roll call vote carried the motion.
A motion was made by Mr. Mounce to adopt Ordinance No. 3128. Mrs. Lotspaih seconded the
motion. A roll call vote was taken, all members voted yes and the motion carried.
REPORTS BY OFFICERS
Mr. Williams said that bids were received on February 12th for
four new vehicles for the Service Department. The low bid for the two pickup trucks was
awarded to Bob Ross GMC with a bid of $12,417.00 for each truck. The low bid for the dump
truck was awarded to Bob Ross GMC with a bid of $64,343.00. The bid for the rear loading
packer was also awarded to Bob Ross GMC with a bid of $88,374.00.

COMMENTS BY COUNCIL
Mr. Jensen, Mrs. Lotspaih and Mr. Mounce offered
congratulations to guests, Adam Ekstrom, Detective Allison, and Officer Roberts. Mr.
Jensen added that he feels safe with the West Carrollton Police Department available. Mr.
Mounce noted that being a police officer is a tough occupation.
Mr. Sanner added his congratulations and suggested that a letter be sent to Grant Kirby to
thank him for use of the property on S. Alex Road. Mr. Williams said that would be done
right away.
Mr. Gordon made a motion, seconded by Mr. Jensen, to appoint Denna Coburn and Ann Huffines
to the Property Maintenance Code Appeals Board. A unanimous roll call vote carried the
motion. Mr. Gordon also noted that the Rotary Spaghetti Dinner and Bake Sale will be on
Saturday, February 27th from 4:30 p.m. to 8:00 p.m. at the Senior High School.
Mr. Mounce noted that the Lions Club Rose Sale is on until March 10th at a
cost of $13.00 per dozen roses.
RECESS
Mayor Gilman made a motion, seconded by Mr. Gordon, to recess to a Work
Session to discuss the items on the agenda. A unanimous roll call vote carried the motion.
Council recessed.
WORK SESSION
Those present for the Work Session in addition to the City Council members
included: Fire Prevention Officer/EMS Coordinator Leanne Nash; Assistant City Manager
David Watson; and City Manager G. Tracy Williams.
CARENOW
Leanne Nash, Paramedic Coordinator and Fire Prevention Officer, discussed
information concerning the CareNOW program. Following a discussion regarding the CareNOW
program, the City Council stated that they were not interested in participating in the
CareNOW program.
Leanne Nash left the meeting.
WEST CARROLLTON COMMUNITY IMPROVEMENT CORPORATION (CIC)
Assistant City Manager David Watson reviewed a report which he had
prepared concerning the West Carrollton CIC. City Council discussed the pros and cons of
using a Community Improvement Corporation as an economic development tool for the city of
West Carrollton.
FOURTH OF JULY FIREWORKS
The City Council discussed the city of Moraine's proposal to increase the
amount each city spends for the 4th of July fireworks display from $10,000 to
$15,000. Also, the city of Moraine has proposed that the two communities hire a
professional fireworks company to put on this fireworks exhibit. After discussing the
advantages of using a private firm for the 4th of July fireworks, the City
Council agreed that the city should discontinue using city personnel, and work with the
city of Moraine to use the services of a private contractor for the 4th of July
fireworks display.
It was also proposed that city staff work closely with the Five Rivers
MetroParks district and the Miami Conservancy District to explore ideas for improving this
major community event.
COMMENTS BY COUNCIL
Deputy Mayor Bill Gordon noted that the section of Dryden Road in the city
of West Carrollton is badly deteriorated and will soon need attention.
Councilmember Jeff Sanner noted that the Miamisburg/West Carrollton News was
late in publishing the city's article concerning the Planning Commission's hearing on
recreational vehicles, which caused some people to show up a week late at the Board of
Zoning Appeals meeting. City Manager Williams noted that the hearing before the Planning
Commission should probably be rescheduled to ensure the proper opportunity for persons to
appear before the Commission to comment on this issue.
Councilmember Bill Ennis noted that at the recent meeting of the Recreation Board, concern
was expressed about the need for a security light in the parking lot at the new city park
on Marina Drive.
Councilmember Jack Jensen reminded City Council that the meeting with the elected
officials within the School District was scheduled for Saturday beginning at 8:00 a.m.
City Council requested that staff invite all of the local ministers to a
meeting to discuss proposed changes in the zoning code regarding classifying churches and
private schools as "conditional uses in residential districts".
Mayor Gilman suggested the names of Ed Holdren; Steve Wilson; Henry Powers;
and Patricia Burchfield to serve on the Community Reinvestment Area Housing Council
(CRAHC), and requested that this matter be placed on the next agenda so that Council could
make the formal appointments.
Council reconvened into the regular session.
ADJOURNMENT
A motion to adjourn was made by Councilmember Jeff Sanner and seconded by
Councilmember Don Mounce. All voted in favor. The meeting was adjourned.
