West Carrollton City Council Meeting

November 9, 1999

PRESENT: Mayor Maxine Gilman; Council Members Bill Ennis; William Gordon; Jack Jensen, Linda Lotspaih, Donald Mounce and Jeff Sanner; City Manager G. Tracy Williams; Assistant City Manager David Watson; Law Director Patrick Carney and Assistant Clerk of Council Patricia Replogle.

The meeting was called to order by Mayor Gilman. Father Lawrence Mierenfeld of St. Henry Catholic Church gave the invocation.

MINUTES

A motion was made by Mrs. Lotspaih, seconded by Mr. Mounce, to approve the minutes of the Regular Council Meeting of October 26, 1999. A roll call vote was taken, all members voted yes and the motion carried.

PUBLIC HEARINGS

There were no Public Hearings.

COMMUNICATIONS AND PRESENTATIONS

1999 MAYOR'S AWARDS FOR VOLUNTEER COMMUNITY SERVICE

Mayor Gilman presented the Mayor's Awards along with Assistant City Manager David Watson. When presenting the awards to the Boy Scout and Cub Scout Troops, the Mayor said that she was very proud of the young volunteers. The Mayor commended the "Three Musketeers" - Margarette Radabaugh, Doris Moore and Mary Potter - for all of their hard work throughout the year. She said they are very special and we don't know what we'd do without them. Mrs. Radabaugh said that if anyone is interested, they need help on December 18^th for the Operation Share Christmas. She said they enjoy what they do and hope the citizens appreciate all the work that goes into these projects. Mayor Gilman commended Mike Sprowl for all the fine work he does with the youth. She thanked Pat Carson for the many services she provides to the community. Leanne Nash, who nominated Mrs. Carson, thanked her for all of her hard work. The Mayor thanked Ron Ziemkowski and his wife, Julie, for their work televising the council meetings. Mayor Gilman thanked everyone for coming to the meeting. She added that the certificates they received this evening were not all that they deserved, but served as a small token of Council's and the community's appreciation. COMMENTS BY THE AUDIENCE

Fred Fox addressed Council. He said that he is very pleased with the election results and feels that the people who should be elected were elected. He said that the people have spoken and the results will be good for the community.

Mayor Gilman read a Proclamation proclaiming the week of November 15 - 19, 1999, as Government Awareness Week. She then presented the Proclamation to Dr. Millie Chamberlin, Principal of the West Carrollton High School.

Mr. Williams requested an Executive Session to discuss a personnel matter. He also informed Council that bids had been received for the library expansion with the low bid awarded to I. F. Weber. Mr. Williams also added that ground-breaking should begin within the next thirty days. The expansion will be 100% paid by the Dayton/Montgomery County Public Library system.

There were no Comments by the Audience.

Mrs. Lotspaih congratulated Mr. Mounce and Mr. Angerer.

Mr. Mounce thanked the volunteers. He also noted that the Community Meeting Room in the Civic Center may be unavailable while the construction of the library expansion is underway. Mr. Williams said that it will be open as soon as possible. Mr. Mounce also informed everyone that the Lions Club Pancake Breakfast will be held on December 20^th, and that the West Carrollton Historical Home Tour is December 14^th from 1:00 p.m. to 5:00 p.m. He also thanked the voters for their support.

Mr. Sanner congratulated Mr. Mounce and Mr. Angerer. He noted that the bids for the library expansion did not include electrical work. Mr. Williams said that work would be handled differently and may be done by the city.

Mr. Gordon congratulated the volunteers. He also said that he has received several calls of concern over the transportation of the debris from the implosion of the former Rike's building in downtown Dayton through West Carrollton. He asked to have that checked into.

Mr. Ennis congratulated the volunteers. He also said that he has heard concerns about the transportation of the debris. Mr. Ennis expressed concern with the truck traffic in West Carrollton and suggested a possible ordinance or resolution to require trucks to drive in the right hand lanes. He said that it makes traffic flow more difficult if there are two trucks, side by side, at a light.

Mr. Jensen congratulated Mayor Gilman, Mr. Mounce and Mr. Angerer and thanked the volunteers. He said that there are many people helping each other in the community. Mr. Jensen also expressed concern over the transportation of the debris.

Mayor Gilman thanked Ron and Julie Ziemkowski on cameras. She said that the Miami Valley Regional Planning Commission is providing a free roadside assistance program for area motorists. The Mayor also noted that a donation of $2,500.00 had been received from the West Carrollton Soccer Association for the irrigation of the soccer fields. She congratulated Mr. Mounce and Mr. Angerer and thanked the voters for their support.

Mayor Gilman made a motion, seconded by Mr. Gordon, to recess to an Executive Session to discuss real estate and nel matters. All members voted yes to a roll call vote and the motion carried.

Council recessed.


EXECUTIVE SESSION

Council held an executive session to discuss labor issues.

Council reconvened into the Work Session. Mayor Gilman opened the work session for review of the proposed 2000 annual budget.

Councilmember Bill Ennis expressed concern about trucks traveling in the right hand lane. He asked the city manager to look into this matter and respond to Council.

Mayor Gilman distributed a sheet for Council to sign up for Local Government Awareness Week at the high school, an activity scheduled for November 15-19.

The budget review process then began.

Councilmember Jack Jensen proposed that each department again review its budget and look at reducing the total budget by department from 1% to 2%, which would balance the budget as proposed. Mr. Jensen felt that this process would allow the departments to be more involved in the balancing of the budget, so that Council was not cutting programs for which directors had been budgeting and planning for next year. After some discussion Council determined that was a good idea. City Manager Williams was instructed to return the department budgets to the respective directors for re-consideration of a 1% to 2% reduction.

Councilmember Don Mounce expressed some concern with the overall budget increase. He is concerned that over the last three years the budget has been steadily increasing. Of particular concern to him was the fact that revenue would be less than expenditures in the year 2000. Due to that concern Councilmember Mounce felt that a reduction was needed so that there was at least a balance.

After some additional discussion it was the determination of council members that the General Fund would need to again be reviewed at a later date.

Mayor Gilman then asked if any action needed to be taken this evening with regard to the Funds. After some discussion it was determined that the funds could be reviewed during the meeting on Thursday, November 11, which had already been scheduled for consideration of the Funds programs.

There being no additional items, Councilmember Mounce moved, and it was seconded by Councilmember Linda Lotspaih, to adjourn the meeting. Meeting adjourned at 9:42 p.m.
