West Carrollton City Council Meeting

October 26, 1999

 

PRESENT: Mayor Maxine Gilman; Council Members Bill Ennis; William Gordon; Jack Jensen, Linda Lotspaih, Donald Mounce and Jeff Sanner; City Manager G. Tracy Williams; Assistant City Manager David Watson; Law Director Patrick Carney; Police Chief Don Rice; and Assistant Clerk of Council Patricia Replogle.

The meeting was called to order by Mayor Gilman. Pastor Richard Gilbertson of Grace Lutheran Church gave the invocation.

MINUTES

A motion was made by Mrs. Lotspaih, seconded by Mr. Mounce, to approve the minutes of the Regular Council Meeting of October 12, 1999. A roll call vote was taken, all members voted yes with the exception of Mr. Ennis and Mr. Gordon who abstained. The motion carried.

PUBLIC HEARINGS

There were no Public Hearings.

COMMUNICATIONS AND PRESENTATIONS

PROCLAMATION: RED RIBBON WEEK

Mayor Gilman read a Proclamation recognizing the week of October 23 through October 31, 1999 as Red Ribbon Week. Citizens are urged to wear red ribbons during the week as part of a nationwide campaign to demonstrate support of drug free communities. Mayor Gilman noted that there will be several programs at the local schools during this week. Chief Rice thanked Council for their support, especially for the D.A.R.E. program.

UNFINISHED BUSINESS

ORDINANCE NO. 3144: PROHIBIT MECHANICAL EXHAUST BRAKING SYSTEMS

Ordinance No. 3144: An ordinance concerning noise prevention, and prohibiting mechanical exhaust braking systems commonly known as jake-braking and providing for penalties for such practice.


Mr. Mounce made a motion, seconded by Mrs. Lotspaih, to approve Ordinance No. 3144. A roll call vote was taken: Mr. Jensen-no, Mrs. Lotspaih-yes, Mr. Mounce-yes, Mr. Sanner-yes, Mayor Gilman-yes, Mr. Ennis-no, Mr. Gordon-no. The motion carried by majority vote.

NEW BUSINESS

JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT

Mayor Gilman said that the $5,581.00 grant that West Carrollton had received would be combined with several Montgomery County cities, which combined, would allow for better use of the funds.

Mr. Jensen made a motion, seconded by Mr. Gordon, to authorize the City Manager to enter into an agreement to combine the West Carrollton grant money with the Montgomery County Juvenile Accountability Incentive Block Grant. A unanimous roll call vote carried the motion.

DONATION TO HAROLD SCHNELL ELEMENTARY SCHOOL

Mr. Gordon made a motion to donate 10 one-day admission passes to Wilson Park Pool for the 2000 swim season to the Harold Schnell Elementary School PTO for use in their Fall Carnival. Mr. Ennis seconded the motion. A roll call vote was taken, all members voted yes and the motion carried.

CONTRACT WITH MONTGOMERY COUNTY ANIMAL SHELTER

A motion was made by Mr. Mounce, seconded by Mr. Sanner, to authorize the City Manager to enter into the contracts with the Montgomery County Animal Shelter. A unanimous roll call vote carried the motion.

Mr. Watson verified that all three contracts were included in the motion.

COMMENTS BY COUNCIL

Mr. Jensen noted that November 2nd is Election Day. He said that the schools are working hard for quality education which is the foundation for a good community and urged everyone to vote for the school levy.

Mrs. Lotspaih reminded everyone that Old Fashioned Days is October 31st from 10 a.m. to 5 p.m. and urged all to attend. She also noted that Julie Schmidt's art classes at the Middle School had painted the murals on the store windows.

Mr. Mounce said that the Halloween Parade wold begin at 3:45 p.m. at Fire Station No. 1 parking lot. He also said that the Historical Society will host a Tour of Homes on December 4th from 1 p.m. to 5 p.m. He also urged everyone to vote.

Mr. Gordon echoed Mr. Jensen's comments about the school levy.

Mr. Ennis reminded everyone to be careful on Beggar's Night and urged everyone to vote.

Mayor Gilman thanked Ron Ziemkowski on cameras and wished him a happy birthday. She reminded everyone that Trick or Treat is on Saturday from 6 p.m. to 8 p.m. She thanked the sixth grade Mariner Team students of the Middle School for the jack-o'-lanterns they made and distributed to area businesses. The Mayor also noted that the West Carrollton Soccer Club donated $2,500.00 towards the irrigation system at the soccer fields, and that Appleton Papers had donated $2,500.00 for tree planting.

RECESS

Mayor Gilman made a motion, seconded by Mr. Gordon, to recess to an Executive Session to discuss real estate and personnel matters. All members voted yes to a roll call vote and the motion carried.

Council recessed.

EXECUTIVE SESSION

Council held an executive session to discuss real estate and personnel matters.



WORK SESSION

Following the Executive Session, Council reconvened into a Work Session. City Manager Williams informed Council that the budget preparation process was progressing and that the Proposed 2000 Annual Budget would be delivered to members in the following week. He asked Council to review the dates which had been submitted in their packets to set budget review hearings. After some discussion it was decided that the first date for review will be during the work session following the City Council meeting on November 9. Other dates reserved include November 11, November 15, and November 18, with the time of the meetings set for 7:30 p.m. for the 11th, 15th, and 18th.

After the dates were set there was some discussion about items in the budget. Councilmember Jack Jensen asked if a concert series was included in the budget, and whether or not the 15K for community public relations was also included. City Manager Williams responded that he would be looking into that to make sure that those were addressed.

City Manager Williams also stated that the budget as of this date was close to a balanced budget. At this point it would not include a 2% recovery as Council has approved in the last couple of budgets. However, since there was a lot of demand and need for projects, the budget would possibly proceed with a balance, but not a 2% recovery.

Budget item concluded.

Mayor Gilman asked Council for any additional comments. There were none. The Mayor announced that she had raffle tickets for the Old Fashioned Day in the Street event. She also asked if someone would be available to light the Christmas tree as she would be out of town the evening of the tree lighting ceremony. Councilmember Linda Lotspaih agreed to stand in for the Mayor at the City Beautiful Commission's Holiday Festival on Monday, November 29.


ADJOURNMENT

Councilmember Ennis moved and it was seconded by Councilmember Lotspaih that the meeting be adjourned. All voted in favor. The meeting was adjourned.
