West Carrollton City Council Meeting

October 12, 1999

 

PRESENT: Mayor Maxine Gilman; Council Members Jack Jensen, Linda Lotspaih, Donald Mounce and Jeff Sanner; City Manager G. Tracy Williams; Assistant City Manager David Watson; Law Director Patrick Carney; Director of Planning and Economic Development David Humphreys; Police Chief Don Rice; Fire Chief Jack Keister; and Assistant Clerk of Council Patricia Replogle.

EXCUSED: Bill Ennis and William Gordon

The meeting was called to order by Mayor Gilman. Clint Davis, Abundant Life Baptist Church, gave the Invocation. The Pledge of Allegiance and Roll Call followed.



MINUTES

A motion was made by Mrs. Lotspaih, seconded by Mr. Sanner, to approve the minutes of the Regular Council Meeting of September 28, 1999. A unanimous roll call vote carried the motion.

PUBLIC HEARINGS

There were no Public Hearings.

COMMUNICATIONS AND PRESENTATIONS

PROCLAMATION: WEST CARROLLTON FIRE DEPARTMENT

Mayor Gilman read a Proclamation recognizing the West Carrollton Fire Department, expressing appreciation for the dedicated service of its members and proclaiming October 12, 1999, as West Carrollton Fire Department Appreciation Day in West Carrollton. The Mayor said that the citizens appreciate all that they do. She relayed a story that had occurred when she was at Canterbury Court recently. She said that when the West Carrollton Fire Department was mentioned, the residents all applauded enthusiastically. Chief Keister accepted the Proclamation on behalf of the firefighters, EMT's and paramedics. Chief Keister thanked Council and the residents for all of their support and said they are looking forward to the building projects coming up. Many firefighters were in attendance. Leanne Nash, EMS Coordinator/Fire Prevention Officer, reminded everyone to change the batteries in their smoke detectors when they change their clocks when Daylight Savings Time ends on October 31. Mr. Sanner, Mr. Mounce, Mrs. Lotspaih and Mr. Jensen thanked the Fire Department for their services and dedication.

NEW BUSINESS

ORDINANCE NO. 3144: PROHIBIT MECHANICAL EXHAUST BRAKING SYSTEMS

Ordinance No. 3144: An ordinance concerning noise prevention, and prohibiting mechanical exhaust braking systems commonly known as jake-braking and providing for penalties for such practice.

Mayor Gilman said that they have received several complaints from citizens regarding the noise from jake-braking. The Mayor noted that these systems are commonly used for very hilly areas but have little use in West Carrollton.

This is the First Reading of Ordinance No. 3144.

COMMENTS BY COUNCIL

Mr. Mounce noted that on October 30th the Downtown Festival will be held on Elm Street and the Lions Club annual Halloween Parade will be held the same day.

Mayor Gilman thanked Ron Ziemkowski on cameras. The Mayor read a Proclamation proclaiming October 21, 1999, as Business Appreciation Day. She noted that Motoman had recently celebrated their 10th anniversary. The Mayor said that they are a good example of a good corporate citizen. Mayor Gilman thanked the students for coming to the meeting. She added that the West Carrollton Academic Challenge Team will be on IQ. The Mayor's Awards will be held on November 11th with the deadline for nominations being October 15th. Mayor Gilman also noted that the VFW is holding a "Meet the Candidates" night on October 21st.

RECESS

Mayor Gilman made a motion to recess to a Work Session to discuss the items on the agenda. Mr. Sanner seconded the motion. All members noted yes to a roll call vote and the motion carried.

Council recessed.


WORK SESSION

REVIEW OF VISION STATEMENT ACTION ITEM -

FIVE-TO-TEN POINT MARKETING PLAN

City Manager Williams introduced the discussion item for the Work Session concerning an item which was in City Council's Vision Statement for a Five-to-Ten Point action marketing plan for the city. City Manager Williams presented several items which staff had "brainstormed" over the weeks prior to the meeting to begin discussion on what was the action and marketing plan. Following presentation of the five items, Council responded that they had envisioned that these action marketing plan items would be specific, tangible or measurable items.

Council discussed several ideas including: promoting the Enterprise Zone for future development; promoting the fire stations development - expansion and the new fire station; promoting the zoning and development work with the Board of Zoning Appeals and the Planning Commission with regard to items such as Alexandersville Square. Another item discussed was the Olde Downtown - promoting activities which the Olde Downtown Association had been working on and the Main Street Program. Code enforcement was another item discussed, and particularly property maintenance - promotion of what the city has been doing and will be doing over the next year. Lastly, a promotion of the West Carrollton School District and its image, likely coordinated with the marketing person which the school district has hired. Also discussed were additional items, as far as activities, to be looked at.

With regard to the property maintenance area, councilmembers discussed an idea of a free paint program, which the city had promoted and provided several years ago. Council would like to offer that program in the summer of 2000. Staff was directed to develop some qualifiers for participants, so that there is direct allocation of the paint to homeowners who may not be able to afford the improvements.

As Council continued to review some of the other items which were in their action area of the Vision Statement, Mayor Gilman stated that she would pursue the development of an elected officials network with the Mayors and Managers Association. Councilmembers discussed the idea of being able to sit down, at both social and professional events, where they could talk with other council members and elected officials throughout the county.

They had found it very successful at the National League of Cities to get involved with networking opportunities with other local authorities. They had not found a similar effort in the Montgomery County area in which they could network with the other elected officials.

Vision Statement review concluded.

Mayor Gilman then asked for comments from City Council or any other business.

One councilmember noted a resident's concern about a trailer on Elm Street and the possibility that someone was living in it. That address was given to the city manager for follow-up by the code enforcement officers.

Mayor Gilman proceeded with her report listing a couple of items to cover with Council. First, she reminded Council of the United Way luncheon and auction scheduled for Friday, October 22, adding that she had tickets available to purchase. Secondly, Mayor Gilman noted that the Municipal Training Academy through the Miami Valley Cable Council was developing a Focus Group for elected officials on Wednesday, October 20, from 1:30 to 3:00 p.m. She asked if there were any council members who could please attend that meeting. The response was that no one could attend the meeting at that time due to schedule conflicts.

Work Session concluded.

A motion to adjourn the meeting was made by Councilmember Don Mounce, seconded by Councilmember Linda Lotspaih. Vote called, unanimous. Meeting adjourned.
